Scott Hartman serves as director of insurance apprenticeships for the Financial Services Academy, where he leads the development and growth of career-connected learning opportunities that help Indiana students explore meaningful futures in the insurance industry. He brings more than a decade of experience in education and workforce development, with a career centered on helping young people navigate important transitions into college and careers.

Before joining FSA, Hartman worked closely with EmployIndy to support and expand the Modern Apprenticeship Program, a precursor to INCAP. Through that work, he helped onboard employer partners, develop resources and implementation tools, and strengthen pathways that connect students to real-world, work-based learning experiences across Indiana. Hartman is especially passionate about building strong relationships among employers, educators and community partners to create opportunities that are both practical and transformational for students. He cares deeply about the future of Indiana’s workforce and believes young people thrive when they are given clear pathways, trusted guidance and meaningful opportunities to grow.

A lifelong Hoosier, Hartman holds both a bachelor's and a master's degree from Ball State University.
